Technical debt and resilience assessment

A technical debt and resilience assessment establishes how much accumulated shortcut, obsolescence and fragility sits in an organization’s technology, what it would cost to address, and how it affects the ability to keep operating and to grow. It is needed in diligence, when an acquirer must price remediation; in planning, when leadership suspects that every change takes longer and breaks more; after an outage caused by something nobody wanted to touch; or when a regulator or customer questions the age of critical systems. The assessment produces an inventory of debt by system with its operational and security consequence, a resilience view of what fails and how badly, a remediation estimate with sequencing, and the input finance needs to budget honestly.

Scope

What the review covers.

  • Inventory of technical debt: unsupported platforms, deferred upgrades, workarounds, undocumented systems
  • Operational consequence: change velocity, incident frequency, dependency fragility
  • Security consequence: unpatchable systems, legacy protocols, exposed services
  • Resilience view: single points of failure and recovery capability
  • Remediation estimate and sequencing
  • Budget input and decision options

Questions

Asked before engaging.

Is all technical debt bad?

No. Some is a reasonable trade. The assessment distinguishes debt that is managed from debt that is unknown or dangerous.

Can you estimate remediation cost?

In ranges, with assumptions stated. Precise costs require detailed design, which the assessment can scope.

How does this relate to hardware lifecycle review?

Hardware lifecycle is one component. This assessment covers software, architecture, process and people as well.
