Multilingual editions and hreflang
Multilingual editions and hreflang implement a site in more than one language as parallel trees that engines understand: each page has a counterpart in each language, hreflang annotations tell search and answer engines which version serves which audience, structured data is language-specific, and navigation, dates, numbers and forms follow the conventions of each language. It is needed when the organization serves buyers in more than one language, when existing translated pages compete with each other in search results, when a language edition was bolted on without the signals engines need, or when a content program plans editions from the start. The work produces the multilingual site structure, hreflang and canonical implementation, language-aware templates and components, and the checks that keep editions consistent.

Questions
Asked before engaging.
Separate domains or one domain with language paths?
Usually one domain with language paths, which keeps authority consolidated. The decision is made on evidence about markets and existing domains.
What if a page exists in one language only?
hreflang and the consistency check handle it: the page is marked correctly and the gap is reported for the editions program.
How does this relate to language editions under Authority content?
That program produces the content; this capability builds the structure that holds it. See Language editions.
