NIST CSF versus NIST SP 800-171

The NIST Cybersecurity Framework is a voluntary, outcome-based framework for organizing and communicating a cybersecurity program across six functions: Govern, Identify, Protect, Detect, Respond and Recover. NIST SP 800-171 is a set of 110 specific security requirements for protecting Controlled Unclassified Information in non-federal systems, imposed by contract. The CSF describes what good looks like and lets the organization choose how; 800-171 states exactly what must be in place. Government contractors handling CUI must meet 800-171. Any organization can use the CSF to structure its program, including one that must also meet 800-171.

Criteria

Each one, explained.

Nature and structure

The CSF is a way of thinking and talking about a security program: what outcomes it achieves across the six functions and how mature it is. 800-171 is a checklist of requirements with specific expectations for each. One organizes; the other prescribes.

Applicability

The CSF applies to anyone who chooses it, and it is referenced by regulators, insurers and customers as a recognized structure. 800-171 applies when a contract says so, which for defense and many civilian agency contractors it does.

Showing conformance

The CSF has no certification. Organizations describe a current profile and a target profile and measure progress. 800-171 has a scoring methodology and, under CMMC, a certification assessment. The evidence burden differs accordingly.

Using both

A contractor can structure its program on the CSF and map 800-171 requirements into it, so the board sees the program in CSF terms while the assessor sees 800-171 evidence. The mapping is published and the approach is common.

Recommendation

Who each option suits.

If a contract requires 800-171, meet it; there is no alternative. Use the CSF to structure the broader program and to communicate with the board, insurers and customers, mapping 800-171 into it. Organizations with no CUI obligation should use the CSF as the backbone of their program and add specific requirement sets as contracts and regulations demand.
