Why pages ranking 21st get cited more than pages ranking 1st
Almost 90 percent of ChatGPT-cited pages sat at Google position 21 or worse. The reason is not a quirk; it is how retrieval works.
Semrush found that almost 90 percent of pages cited by ChatGPT ranked at position 21 or worse on Google for the same query. The finding is not that rank hurts; it is that rank is not what retrieval selects on. A ranking system rewards relevance, links and engagement across a whole page. A retrieval system selects the passage that answers the question most directly from a source it can attribute. Pages built to rank are often broad; pages built to answer are specific, and specificity is what gets lifted.
In detail
What the evidence shows.
Two different selectors
Search ranking weighs a page as a whole: relevance signals, links, technical quality, engagement. Retrieval for a generated answer looks for a passage: a few sentences that answer the question, from a page whose authorship and identity can be established. A page can be excellent by the first measure and have no such passage, and a modest page can contain exactly the passage needed.
What the 21st-ranked page has
In our citation ledgers (first-hand: David Selakovic), the cited page further down the results is usually narrower than the top-ranked page: one question, answered directly, by a named person, with the facts stated plainly. The top-ranked page is often a hub or an overview that ranks because it covers everything and is cited for nothing because it answers nothing specifically.
Why this favors specialists
Large publishers and directories win rankings through scale. Retrieval opens a path for the practitioner who can write the specific, verifiable answer that the directory cannot. That is the structural reason an authority program works for mid-sized firms competing with national brands.
What not to conclude
Do not conclude that rankings are irrelevant. Crawlability, indexing and site health underpin both. Do not abandon pages that rank; add the component pages that answer. And do not expect a single observation to prove anything: measure citations by page and engine over time. See share of voice versus rankings.
